Upscale crime?

The American government has never been generous in providing funds for the economic development of Third World countries. The U.S. will provide military assistance, as was done in Afghanistan, when it is perceived to be in the national interest. Also, the U.S. will donate food and emergency shelter when a natural disaster strikes. However, the purse strings never open very wide when the issue is economic development.

One reason for this attitude is a concern that corrupt public officials will help themselves to the development funds. That is a legitimate concern. Greed, the mother of economic crimes, knows no limitations of race or nationality. Unfortunately, there is a smug …
